Can I open a non-RRSP+ account online?

No. The opening of a non-RRSP+ account is governed by a federal law that requires the holder to disclose his identity with the institution.

You can still open your non RRSP+ account over the phone. You must contact Saving Services to have an agent accompany you through the process.

You can meet with the local representative (LR) in your workplace, who'll help you fill out the required appendix and, as the case may be, other documents.
