Thirty-six affordable homes in Saint-Honoré-de-Shenley for families and single-person households

Saint-Honoré-de-Shenley, January 13, 2026

The Government of Canada, the Government of Québec, the Municipality of Saint-Honoré-de-Shenley and the Fonds de solidarité FTQ are pleased to announce the Le Saint-Honoré housing project, a two-building residential development comprising 36 affordable apartments for families and single-person households. Located at 450 Ennis Street in Saint-Honoré-de-Shenley, the development is in its final construction phase and is scheduled for completion in March. The project is being carried out under the Fonds de solidarité FTQ–Government of Québec Agreement.

The $13.5 million financing package includes a $6.3 million investment from the Government of Québec through its partnership with the Fonds de solidarité FTQ to support the creation of 2,278 social or affordable housing units across Québec, made possible by the Canada–Québec Rapid Housing Initiative (RHI). The Municipality of Saint-Honoré-de-Shenley will grant a property tax credit based on the assessed value of the property. Les Industries Bonneville is participating through a $125,000 land contribution and is responsible for construction. Upon completion, property management will be assumed by the Office d'habitation du Sud des Appalaches, with one-, two- and three-bedroom apartments available.

The announcement was made in the presence of Samuel Poulin, Minister Responsible for Youth and Minister for Economy and Small and Medium-Sized Enterprises, on behalf of Caroline Proulx, Minister Responsible for Housing and Minister Responsible for the Status of Women. Also on hand were Karine Champagne, Mayor of Saint-Honoré-de-Shenley, Christian Dubois, Investment Director at the Fonds régionaux de solidarité FTQ – Chaudière-Appalaches, Éric Bonneville, Co-President of Les Industries Bonneville, and Mathieu Fontaine, Executive Director of the Office d'habitation du Sud des Appalaches.

Toward 2,278 social and affordable housing units

Through the innovative partnership between the Government of Québec and the Fonds de solidarité FTQ, 2,278 social and affordable housing units are to be delivered by 2027. Most of the projects will involve new construction, complemented by a smaller number of acquisitions of existing buildings to be renovated in order to preserve long-term rent affordability.

Quotes

"Our government is committed to helping communities find local solutions to housing challenges. This project shows what's possible when governments work together—it's another step forward in our bold and ambitious plan to build a strong Canada."
- The Honourable Gregor Robertson Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada

"Our government is committed to diversifying the tools we use to increase supply across Québec, and our collaboration with the Fonds de solidarité FTQ is a strong example of that. Working with municipalities and housing organizations allows us to act quickly and effectively to better meet the needs of Quebecers with modest incomes. I congratulate all partners on the completion of this outstanding project."
- Caroline Proulx, Minister Responsible for Housing and Minister Responsible for the Status of Women

"Thanks to the contribution of our government, our community will now gain 36 new homes, building on the municipality's first publicly funded early childhood centre, the new municipal office, road improvements and the rehabilitation of the schoolyard. This is a meaningful project for families and single-person households in a rural community and a major addition that helps people remain in their community. Le Saint-Honoré shows what can be achieved when partners work together to improve quality of life for everyone."
- Samuel Poulin, Minister Responsible for Youth and Minister for Economy and Small and Medium-Sized Enterprises

"The Government of Québec is proud to support initiatives that directly improve quality of life for residents of the Chaudière-Appalaches region. Through the collaboration of many partners, 36 households will have access to an affordable living environment. Congratulations to everyone involved in bringing this project to fruition."
- Bernard Drainville, Minister Responsible for the Chaudière-Appalaches Region

"The addition of affordable housing in Saint-Honoré-de-Shenley diversifies the local housing supply and contributes to demographic, social and economic development. These homes will enable students, workers, families and independent seniors to thrive, supported by the municipality's recent investments in services and recreational infrastructure."
- Karine Champagne, Mayor of Saint-Honoré-de-Shenley

"Bringing together the financial and design prerequisites to build faster, more sustainably and more affordably is central to our approach, and these 36 new homes are a clear example of that. We commend the commitment of all stakeholders, including the innovative modular construction approach developed by Les Industries Bonneville. We intend to build on this approach as we continue working to expand Québec's housing supply."
Martin Raymond, President and CEO, Fonds immobilier de solidarité FTQ, represented by Christian Dubois, Investment Director, Fonds régionaux de solidarité FTQ – Chaudière-Appalaches

"At Bonneville, nearly 80% of our production capacity is now dedicated to non-market housing. In the current housing crisis, we're focused on using industrialized construction to improve affordability. Standardization, automation and early collaboration with public and community partners make it possible to bring construction costs down in a lasting way. And this approach shouldn't be limited to large urban centres—municipalities like Saint-Honoré-de-Shenley also deserve high-quality housing delivered quickly and at controlled costs."
- Éric Bonneville, Co-President, Les Industries Bonneville

"Le Saint-Honoré shows that it's possible to deliver affordable housing in smaller communities, which face challenges comparable to those of large cities. For La Villa du rêve and the Office d'habitation du Sud des Appalaches, housing is about far more than a roof over one's head—it's a key determinant of health with a meaningful impact on people's lives. Providing safe, appropriate and affordable housing is both our mission and a direct response to a very real local need, particularly in areas where high-quality rental options have been lacking. This project was made possible through strong collaboration and the sustained commitment of partners across organizations."
- Mathieu Fontaine, Executive Director, Office d'habitation du Sud des Appalaches
